Hello this is Twirlz, long player of Chobots, first time visitor of your blog, I would love to be part of the TV station, i like that idea too! Another idea that I wanna recommend (for citizens) is a design your own house setting, you could decorate your room with the same art citizens use in the underground walls. Although, I'm not a citizen, i want to make it fun for them since they payed the money, they get what they payed for. =)
